What is the statutory definition of a 'higher-risk building'?

A higher-risk building (HRB) is defined as a building in England that: is at least 18m in height or has at least 7 storeys; and contains at least 2 residential units. A Building Safety Case Report (BSCR) is a mandatory requirement for all HRB’s to submit to the report to Building Safety Regulator (part of HSE) in accordance with the Building Safety Act 2022.
